Hewlett Packard Pension Association (HPPA) Constitution Version: March 2025
  1. Name
The name of the Association is the Hewlett Packard Pension Association (HPPA), representing members of the Hewlett-Packard Limited Retirement Benefits Plan (HPRBP). In this document:
  • “Trustees” refers to the trustees of the Hewlett-Packard Limited Retirement Benefits Plan.
  • “Company” refers to Hewlett-Packard Enterprise (HPE).
  1. Incorporation
The HPPA is an unincorporated association under UK law. It follows governance principles recommended by the National Council for Voluntary Organisations (NCVO).
  1. Independence
The HPPA is an independent member-led organisation, recognised by HPE and the Plan Trustees but not formally supported or endorsed by them.
  1. Purpose
The primary purpose of the HPPA is to advocate for the rights and interests of its members, particularly in achieving fair pension outcomes for Pre-97 members.
  1. Aims
The HPPA’s long-term aims include:
  1. Achieve Pension Justice for Pre-97 Members:
    • Advocate for fair and consistent increases in Pre-97 pensions to prevent ongoing devaluation.
    • Seek reparation for the financial loss and erosion of pension value experienced by Pre-97 pension holders over past years.
  2. Secure Fair Treatment in Pension Buyout Arrangements:
    • Ensure that any future pension buyout proposals recognise the need to protect the value of Pre-97 pensions and include measures to prevent further devaluation.
  3. Strengthen Alliances for Enhanced Advocacy:
    • Form partnerships with other affected pension groups to amplify the campaign’s voice and influence government action.
  4. Foster Effective Engagement with Trustees and HPE:
    • Maintain open, transparent dialogue with the Pension Trustees to ensure the intent of the scheme is delivered, and that the Trustees represent the interest of the members in its management of the plan, and its correspondence and negotiations with HPE. 
  1. Objectives
The HPPA has defined the following objectives:
  1. Pension Justice Objective:
    • Secure a commitment for a minimum level of discretionary increase of 50% of RPI for Pre-97 pensions by December 2025.
  2. Reparation and Redress Objective:
    • Advocate/Negotiate with the Trustees for financial reparation to address the historical loss in value of Pre-97 pensions, aiming for a compensatory adjustment.
  3. Buyout Protection Objective:
    • Ensure that any proposed pension buyout arrangement includes guarantees to protect against devaluation of Pre-97 pensions, with explicit terms safeguarding member interests.
  4. Alliance Formation Objective:
    • Strengthen and expand the existing coalition to present a united petition to the UK Government on Pre-97 pension issues.
  5. Stakeholder Engagement Objective:
    • Hold regular meetings with Pension Trustees to present member concerns and track progress.

  1. Membership
Membership is open to:
  • Pensioners in payment, deferred pensioners, and current employees of the Hewlett-Packard Limited Retirement Benefits Plan (Digital section and HP section).
  • Members of the EDS Pension Plan.
Active membership is granted upon registration via the HPPA website (hppa.org.uk). Active members agree to receive updates and participate in surveys. Members wishing to cease active membership can do so by deleting their email address at hppa.org.uk
  1. Member Engagement
Active members agree to receive email updates from the Pension Justice team and take part in occasional ad-hoc surveys. Active members are encouraged to:
  • Contribute ideas, provide feedback, and participate in HPPA campaigns and volunteering.
  • Engage in activities such as contacting MPs and sharing campaign updates on social media, attending events
  • Access updates and information on the HPPA website.
The hppa.org.uk website is the repository for all information including News, previous representations to the Pension Select Committee and the Pensions Regulator, Press Releases and current Activities and future Plans of Action.
  1. Governance Structure
9.1. Pension Justice Team The HPPA is currently governed by the Pension Justice Team, consisting of co-chairs and volunteers. Any active member can join the team.

The Pension Justice team will pursue the aims of the Association based on inputs from members. This will include representations to the Trustees, the Company and any other organisations which can assist the Association. The team will hold regular online meetings to review the status of current actions and priorities. The quorate team meeting (at least four members attending) is empowered to commit to proposed expenditure as described below.
  1. Reporting and Transparency
The Pension Justice Team will produce an annual statement reviewing activities, outlining future plans, and providing a financial report. It will be circulated to active members and made available on the hppa.org website. This process will be considered in lieu of an annual general meeting.
  1. Financial Management
11.1. Funding The HPPA is funded by member donations and may accept external support, provided it does not compromise independence. 11.2. Expenditure Approval
  • Expenditures under £1,000 require approval from four team members.
  • Expenditures over £1,000 require approval from seven team members.
  1. Resolutions
Any member may propose a resolution for changes in management or aims. Proposals require five seconders and a majority vote of at least 50 active members.
  1. Dissolution
The HPPA will be dissolved if inactive for six months. Remaining funds will be donated to Age UK.
  1. Legal and Privacy Compliance
The HPPA follows UK data protection laws. Legal and privacy guidelines are published on the HPPA website.

Our Campaign will very soon run out of money.  This will seriously impede our ability to connect with our MPs In September of this year (2025).  Please donate as much as you are able to HPPA and the Alliance.  We need it now more than ever.
